Gaydar Radio interviewed Sarah Wood-Health from Natalie Gamble Associates on Saturday morning about same sex parenting and the options and pitfalls for gay and lesbian parents starting a family.

The good news is that there are so many options available now for same sex couples and single gay and lesbian parents ? adoption and co-parenting are also on the list. While the law still has a little way to go, it is evolving to try and keep up and it is now much easier for same sex couples or singles to find a way to start a family.

AP Exclusive: Calif. 9/11 fund raided for deficits
SACRAMENTO, Calif. (AP) ? After the 2001 terrorist attacks, California lawmakers sought a way to channel the patriotic fervor and use it to help victims' families and law enforcement. Their answer: specialty memorial license plates emblazoned with the words, "We Will Never Forget."
Part of the money raised through the sale of the plates was to fund scholarships for the children of California residents who perished in the attacks, while the majority ? 85 percent ? was to help fund anti-terrorism efforts.
But an Associated Press review of the $15 million collected since lawmakers approved the "California Memorial Scholarship Program" shows only a small fraction of the money went to scholarships. While 40 percent has funded anti-terror training programs, $3 million was raided by Gov. Jerry Brown and his predecessor, Arnold Schwarzenegger, to plug the state's budget deficit.
Millions more have been spent on budget items with little relation to direct threats of terrorism, including livestock diseases and workplace safety.
Moreover, the California Department of Motor Vehicles has been advertising the plates as helping the children of Sept. 11 victims even though the state stopped funding the scholarship program seven years ago. The specialty plate fund continues to take in $1.5 million a year.
Californians who lost loved ones in the attacks take the raid on the license plate fund as an affront to the memory of those who died.
"I can't believe that they would do that," said Candice Hoglan, who lives in the San Francisco Bay Area and bought a plate to commemorate her nephew, Mark Bingham. "We're paying extra for the plate; we're making a point, and it means a lot to us."
Bingham was killed on United Airlines Flight 93, which crashed in Pennsylvania, and was one of the passengers who led the attempt to wrest control from the hijackers. His mother, Alice Hoagland, also was troubled by the program's apparent drift from its original purpose.
"I'm sorry that as we retreat in time from 9/11, we seem to be retreating in our resolve never to forget," she said in a telephone interview.
The plates, which cost an initial $50 plus a $40 annual renewal fee, feature an American flag partially obscured by clouds and the "never forget" slogan. Residents of California, where all four jetliners were bound when they were hijacked, have bought or renewed the plates more than 200,000 times since 2002.
Of the other states directly associated with the 2001 attacks, only Virginia has established a similar specialty plate program. Yet it did not set up a special fund for the proceeds of its "Fight Terrorism" plate.
For the past decade, the California DMV has said on its website that the money will "fund scholarships for the children of Californians who died in the September 11, 2001, terror attacks and helps California's law enforcement fight threats of terrorism." It advertises the program with the slogan, "Be a patriot."
While the DMV description of the program was not "totally disingenuous," the department should probably remove references to the scholarship program, said Joe DeAnda, a spokesman for the state treasurer's office, which disburses the money.
"It's out of date and it's on DMV to update that," he said.
Late Friday, the department modified the description of the license plate on its website to remove the reference to the scholarship program in response to the investigation by the AP, which began in March. Spokeswoman Jan Mendoza said the reason promotional materials were not updated sooner was "unknown."
The DMV still lists the scholarship program on the online and hardcopy form drivers fill out to buy the license plates, but Mendoza said the department will change this next time the forms are printed.
The legislation establishing the plates had earmarked 15 percent of the revenue for scholarships. Yet only $21,381 has reached the children and spouses of the three dozen California residents killed during the terrorist attacks. The state treasurer's office closed the scholarship program in 2005, the sign-up deadline for potential recipients, and has $60,000 in reserve.
The total amount dedicated to scholarships was 1.5 percent of the $5.5 million raised through the sale of the plates through 2005.
The original legislation said the remainder of the money would go to "law enforcement, fire protection, and public health agencies" to be used "exclusively for purposes directly related to fighting terrorism."
But in 2008, former Gov. Arnold Schwarzenegger, a Republican, borrowed $2 million to close a budget gap. Last year, Brown, a Democrat, borrowed another $1 million.
Neither loan has been repaid nor are their deadlines to ensure they will be. Elizabeth Ashford, a spokeswoman for Brown, said the loans have done no harm.
"We're trying to simultaneously balance the budget and fund important programs," she said. "If there was an indication that borrowing this money was going to negatively impact this program, we wouldn't borrow the money."
The rest of the money has gone to a wide array of budgets and programs.
The Legislature sent $3.7 million to the California Department of Food and Agriculture, according to the Department of Finance, to establish an online food monitoring database and implement a variety of worker safety programs, including hiring industrial hygienists to tend to worker health.
But it is difficult to say precisely where the money has gone. Late Friday, the agriculture department delivered documents it said were in response to a California Public Records Act request the AP filed eight weeks earlier.
The response contained itemized budget reports going back six years and listing payments for all types of government functions, ranging from salaries and benefits, to printing costs and communication equipment. Among the details: $18,163 for furniture in 2006 and $11,492 for auto inspection in 2009.
The response also included a legislative report on the threats the agriculture department is targeting with an online database the license plate program helps fund . A similar report from 2006, when the license plate money was first authorized, lists bioterrorism as a potential danger. But the 2011 report focuses on food safety and livestock concerns, including foot-and-mouth disease and meat and poultry monitoring.
Director of Animal Health and Food Safety Services Annette Whiteford said the department does not track license plate money separately from other funds.
She said it would be wasteful to reserve the money exclusively for anti-terrorism work. For example, the department uses some of the money to buy safety suits that would be essential during an anthrax attack but also are useful for routine food investigations.
"The things that I worry about in the animal food safety division are very high consequence events, but very infrequent. So I always try to leverage those resources," she said.
Another $2 million has gone to programs that aim to protect Californians from all manner of potential threats, not just those related to terrorism.
The California Emergency Management Agency used nearly $1 million in memorial license plate money for general operations, including administrative costs, buying and fueling cars, and hiring a person from 2007 to 2009 to coordinate five so-called "fusion centers," according to documents obtained through a Public Records Act request.
The other $1 million went directly to the fusion centers, which were founded after the 2001 attacks to focus on terrorist threats but have since switched to an "all crimes" approach that includes gang activity and natural disasters.
Herb Wesson, who wrote the license plate bill when he was speaker of the California Assembly, said he was saddened to hear how the money had been spent.
"I understand the financial climate they find themselves in, but they are not following the spirit and intent of the legislation," said Wesson, now president of the Los Angeles City Council. "The lion's share of the money was supposed to be given to local law enforcement so that they could beef up their anti-terrorism operations."
About 40 percent of the total raised to date, or $6 million, has gone to anti-terrorism training programs for firefighters and law enforcement officers. There is a slight discrepancy between the DMV's revenue figures and the Department of Finance's expenditure figures that neither agency could explain.
Patricia Anderson, who paid $98 for a personalized memorial plate reading "WE R 4US," said she signed up for the program primarily to show respect for victims of the 9/11 attacks. Anderson said she was disheartened but not surprised to learn that much of the money has gone to fill the state deficit or used for general purposes.
"That's California," said Anderson, who now lives near Austin, Texas. "It's kind of a given these days ? nothing is spent on what it's supposed to be."

Tim Daly's "Private Practice" character, Pete, was arrested after the mercy killing of a patient.
"Private Practice" was fun while it lasted for Tim Daly. Daly, who has appeared as Pete Wilder on Shonda Rhimes' ABC "Grey's Anatomy" spinoff since its 2007 premiere, revealed Tuesday that his character will not return for season 6.

"Wonderful fans of PPP. Shonda informed my agent today that Pete wont be returning for season 6," the actor, 56, tweeted. "It was a great 5 yrs. R.I.P. Pete Wilder."
There is no word yet on if Daly's character -- who was last seen being released on bail after the mercy killing of a patient -- will return to wrap up his storyline.

Prior to "Private Practice's" sixth season renewal, Daly seemed at ease with leaving the medical drama.
"I feel like I've learned something about myself doing this, which is that being part of a large ensemble is not what I'm best suited to," he told TVGuide.com in January. "The people are lovely and I've had a wonderful time doing this show, but it's not where I feel most comfortable. If we do another season, I'll be happy to be here and I'll dig in and give it everything I've got. If not, then I will go off and go to New York and do some theater and find my way to whatever is next for me."?

Gene Behind Chronic Inflammation Accelerated Aging and Cancer Identified
The principal investigator of the study is Robert J. Schneider, PhD, the Albert Sabin Professor of Molecular Pathogenesis, associate director for translational research and co-director of the Breast Cancer Program at NYU Langone Medical Center.
"This was certainly an unexpected finding," said Schneider.
"It is rather uncommon for one gene to have two very different and very significant functions that tie together control of aging and inflammation. The two, if not regulated properly, can eventually lead to cancer development. It's an exciting scientific find," he stated.
For decades, the scientific community has known that inflammation, accelerated aging and cancer are somehow intertwined, but the connection between them has remained largely a mystery, Dr. Schneider said.
What was known, due in part to past studies by Schneider and his team, was that a gene called AUF1 controls inflammation by turning off the inflammatory response to stop the onset of septic shock. But this finding, while significant, did not explain a connection to accelerated aging and cancer.
When the researchers deleted the AUF1 gene, accelerated aging occurred, so they continued to focus their research efforts on the gene. Now, more than a decade in the making, the mystery surrounding the connection between inflammation, advanced aging and cancer is finally being unravelled.
The current study revealed that AUF1, a family of four related genes, not only controls the inflammatory response, but also maintains the integrity of chromosomes by activating the enzyme telomerase to repair the ends of chromosomes, thereby simultaneously reducing inflammation, preventing rapid aging and the development of cancer, Dr. Schneider explained.
"AUF1 is a medical and scientific trinity. Nature has designed a way to simultaneously turn off harmful inflammation and repair our chromosomes, thereby suppressing aging at the cellular level and in the whole animal."Dr. Schneider said.
With this new information, Dr. Schneider and colleagues are examining human populations for specific types of genetic alterations in the AUF1 gene that are associated with the co-development of certain immune diseases, increased rates of aging and higher cancer incidence in individuals to determine exactly how the alterations manifest and present themselves clinically.
The study appeared online ahead of print in Molecular Cell and is scheduled for the July 13 print issue.

Apple looking to hire engineers at Israel R&D facility
We've heard that Apple intends to step up hiring at a new research center in Israel, and here is more evidence of that effort. Two new job listings have appeared on Apple's site for physical design engineers in Haifa, Israel, showing that Apple is getting serious about building out its new R&D center.
These engineers will work on designs for "system-on-a-chip" implementations. Which, of course, is exactly the kind of technology that Apple is so good at stuffing into tiny mobile devices. The open positions are high level placements, with job requirements that expect to see these SoC designs from beginning to end. It'll probably take Apple a while to fill these positions with the right people, so we likely won't see actual chips come out of these facilities for a while. But the company clearly has an eye forward to making the site there an important one for Apple's future devices.

Summer heats up restaurant employment, adds 450000 jobs

Restaurants are expected to add 450,000 jobs over the next three months, the highest summer employment numbers since 1993 according to National Restaurant Association projections.?
?Restaurant industry employment growth will outpace overall employment growth for the 13th year in a row this year, illustrating the key role restaurants play in the nation?s economy,? said Hudson Riehle, senior vice president of the research and knowledge group for the Association.
Riehle added, ?The boost of this year?s 450,000 summer jobs will propel total eating and drinking place employment to its highest on record. Overall, America?s nearly one million restaurants employ nearly 10 percent of the nation?s overall workforce.??

Round Rock-based Dell is among several companies that made offers for Quest after it agreed in March to be bought by private equity and venture capital firm Insight Venture Partners cheap for shop for about $2 billion, said the people, who asked not to be identified because the discussions are private.
Quest, based in Aliso Viejo, Calif., makes software that helps companies manage databases and servers, as well as back up information and recover lost data. Dell, the third-largest maker of personal computers, is using acquisitions to help it cater to business customers and lessen its reliance on PCs.
Quest, which has an estimated market value of $2.12 billion, also helps customers monitor the performance of applications that run businesses.
A Dell spokesman said Friday that the company has no comment on rumors or speculation. Quest spokeswoman Tracy Benelli didn?t return messages seeking comment.
However, Dell has been on an acquisition tear in recent years as it has tried to transform itself into a full-service information technology provider.
According to analysts? estimates, the company has spent more than $8 billion over the past five years on acquisitions to bolster its offerings in advanced computer services, storage systems, networking technology, software and security. Company officials say they are intent on buying best-in-breed technology to win more profitable sales both from small and medium-size businesses and from large enterprises.
Its largest acquisitions have been Perot Systems for $3.9 billion, EqualLogic, $1.4 billion, and Compellent Technologies, $960 million.
Dell?s revenue is still dominated by personal computers, which accounted for 52 percent of sales in the latest quarter. But the company noted that half of its gross profit came from sales of enterprise solutions and services.
?We will continue to make the necessary investments to maintain our progress,? Brian Gladden, Dell?s chief financial officer, said Tuesday when earnings were released.
Dell?s stock tumbled this week when its first-quarter earnings and second-quarter guidance fell short of analysts? estimates.

It's still way too early for anyone to start ditching their existing broadband connections, but it looks like a few more communities in the US will be getting some ultra high-speed broadband networks to call their own. Ohio-based Gigabit Squared announced today that it's secured $200 million in funding to bring gigabit-speed networks to up to six different communities -- communities that have unfortunately not yet been named. What we do know is that the communities will all be ones centered around research universities, which themselves will be partners in the Gig.U initiative (an effort that has already enlisted more than 30 institutions). As The New York Times reports, Gigabit Squared is currently in talks with the first university in line for the rollout, and it apparently plans to make more announcements about timing and participation "later this year."

Although PayPal's mobile payment system started out small with a Home Depot deal, that snowball is quickly rolling itself into a boulder. Starting next month, 15 extra US retailers will be happy to see you slap down your smartphone (not literally, we hope) instead of a credit card. The selection leads us to think a lot of smartphone owners like to shop for wearables -- Aéropostale, Foot Locker and JC Penney are in the batch, along with others -- but there's a few useful exceptions, like Barnes & Noble, Jamba Juice and TigerDirect. At least a total of 20 merchants are expected by the end of year, and as with Home Depot, you won't need special hardware besides an Android or iOS device to spend your hard-earned cash. We'll just be thankful we won't have to buy our yogurt with actual cash, like savages.

NEW YORK (AP) ? The man accused of murdering 6-year-old Etan Patz underwent a psychological examination as he awaited arraignment Friday, exactly 33 years after the boy vanished without a trace in one of New York City's most traumatic missing-child cases.
After decades of dead-end leads and false hopes among investigators, Pedro Hernandez, a former convenience-store stock clerk, was arrested Thursday in the 1979 slaying.
Etan disappeared on a two-block walk to his school bus stop in Manhattan in a case that helped give rise to the national movement to publicize and find missing and abducted children. The boy was one of the first missing children to appear on a milk carton.
Hernandez, who was 18 at the time, told investigators this week that he lured the little boy into the shop with the promise of a soda, then led him to the basement, choked him to death and put his body in a bag with some trash about a block away. Authorities never found a body.
Hernandez, now 51 and living in Maple Shade, N.J., was scheduled to appear in court for the first time later Friday ? a date now recognized as National Missing Children's Day.
The first court proceedings were set to unfold even as investigators were still working to corroborate what they said was an emotional, surprise confession by Hernandez, who emerged as a suspect in the decades-old case just days ago.
Police said Hernandez was taken to a secure wing at Bellevue Hospital early Friday to get medication for an existing health problem. While he was there, psychologists questioned him about his mental state, then cleared him to return to a regular holding area.
Police would not disclose the existing condition.
His court-appointed lawyer, Harvey Fishbein, had no comment as he arrived at the courthouse, saying he hadn't met with his client yet.
He asked reporters to be respectful of some of Hernandez's relatives assembled at the courthouse, including his wife, daughter and another man, who huddled together on a wooden bench, turning away interview requests for more than an hour.
"It's a tough day. The family is upset. Please give them some space," Fishbein said.
Crime-scene investigators arrived Friday morning at the building in Manhattan's fashionable SoHo section that once held the bodega where Hernandez worked.
People who lived in the neighborhood in the late 1970s described the place as a neighborhood institution, and one of the few places to buy groceries in a part of the city that was then grimy, industrial and only just emerging as a haven for artists.
Former Soho resident Roberto Monticello, a filmmaker who was a teenager when Patz disappeared, said he remembered Hernandez as civil but reserved and "pent-up."
"You always got the sense that if you crossed him really bad, he would hurt you," Monticello said, although he added that he never saw him hit anyone.
Monticello said Hernandez was also one of the few teenagers in the neighborhood who didn't join in the all-out search for Etan, which consumed SoHo and the city for months.
"He was always around, but he never helped. He never participated," Monticello said.
Police Commissioner Raymond Kelly said Friday that investigators had yet to determine any motive for the slaying, but authorities said they have a detailed, signed confession, as well as accounts of incriminating remarks Hernandez made to others.
Etan disappeared on May 25, 1979, after his parents, Stan and Julie Patz, allowed him to walk to his school bus stop for the first time. The stop was adjacent to the bodega. The boy never made it onto the bus.
Hernandez wasn't initially questioned like other workers at the bodega and moved to New Jersey not long after the killing, Kelly said.
But the commissioner said Hernandez had told a relative and others, as far back as 1981, that he had "done something bad" and killed a child in New York City.
He emerged as a suspect after a tipster contacted police, following news reports about a fruitless search for the boy's remains last month in a basement near the Patz home.

Study highlights how Twitter is used to share information after a disaster
A study from North Carolina State University shows how people used Twitter following the 2011 nuclear disaster in Japan, highlighting challenges for using the social media tool to share information. The study also indicates that social media haven't changed what we communicate so much as how quickly we can disseminate it.
"I wanted to see if Twitter was an effective tool for sharing meaningful information about nuclear risk in the wake of the disaster at the Fukushima Daiichi nuclear plant," says Dr. Andrew Binder, an assistant professor of communication at NC State and author of a paper describing the work. "I knew people would be sharing information, but I wanted to see whether it was anecdotal or substantive, and whether users were providing analysis and placing information in context.
"In the bigger picture, I wanted to see whether social media is changing the way we communicate, or if we are communicating the same way using different tools."
Binder searched for Twitter posts, or "tweets," originating in the United States that specifically referenced "Fukushima Daiichi" ? which is the name of the nuclear plant ? rather than searching for the term "Fukushima." This allowed him to target tweets about the plant instead of general references to the tsunami and overarching disaster in the region. Using that as a base, Binder then selected every 20th tweet on each day over the two weeks following the onset of the Fukushima disaster ? from March 11 to March 25, 2011 ? to create a representative sample of these tweets.
Fifteen percent of the tweets in the sample contained some mention of risk-related terms, such as hazard or exposure, while 17.7 percent of the tweets included language that helped place the events at Fukushima Daiichi and their potential causes or consequences in context. For example, one tweet read "Most of the 100s of workers at Fukushima Daiichi live close to the plant so it's their families and houses at risk." Overall, 54 percent of the tweets included hyperlinks to external websites, of which 62.7 percent linked to traditional news sources.
"I found that, initially, tweets that mentioned risk were unlikely to include analysis or information on context," Binder says. "Similarly, tweets that attempted to help understand events at Fukushima Daiichi rarely mentioned risk. By the time people began tweeting about risk issues in a meaningful way, the initial high level of interest had begun to wane significantly."
Binder also found that people were more likely to include links to websites as time went on. And, as time passed, a higher percentage of those links were to traditional news sites.
"This highlights a significant problem," Binder says. "People are clearly looking to news outlets for insight and analysis into disasters such as this one. But news organizations have fewer and fewer reporters who specialize in covering science and technology issues ? and those are the very reporters who would be able to provide insight and analysis on these events."
The study also seems to imply that social media have not significantly changed the content of our communications. "This case, at least, indicates that Twitter is allowing people to share news quickly and easily," Binder says. "But the news they are sharing is not much different from that available to someone reading a print newspaper ? they're simply getting it sooner."
